- Responsible for construction oversight and compliance of Contractors, ensuring works are carried out as per the drawings, specifications and standards, as per schedule and ensures compliance to ES&H plans, quality standards and local/national regulatory safety codes
- Leads and coordinates input to ensures continuous construction work fronts availability through review of look ahead schedules, commodity charts, manning charts, engineering deliverables, material delivery schedules and any other service requirements including contractor submittals
- Ensures required permits and licenses are in place prior to the start of the specific work at site. Verifies compliance with Permit and License requirements and stipulations
- Responsible for a team of Construction Engineers who will be reviewing and approving the contractor's submittals, technical queries, Field change documents and other technical documents including Drawings and As-Builts
- Ensure all materials and equipment on the site fully comply with international standard and technical specification requirements
- Ensure the closure of project is systematic and complete in all respects
- Maintains an effective relationship with other functional departments and coordinates all jobsite contractual activities
- Provide guidance and technical advice to the Construction Engineers, contractors and monitor their performance.
- Coordinates and monitors interfaces with other contractors, lead the review meetings, acts as primary client contact for all area field activities
- Manages the organization and direction of construction and related activities of an area on a construction project
- Manages all area activities including actions of Bechtel, subcontractors, suppliers, clients, and their representatives
- Maintains client relationship and is the primary contact for client’s communication with the field activities and effective relation with other functional departments
Education and Experience Requirements:
Requires civil bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
- Experience in large civil projects with significant earthworks, substructures, structural steel and concrete works scope or experienced in Aviation industry, with a contractor or PMC company with construction responsibility.
- Experience of bulk excavation and SOE, cut and cover tunnel methodology using both precast and cast in situ concrete methods.
- Experience of temporary works required to support permanent works, constructability reviews of buildings and super structures.
- Thorough knowledge of international standards and specification and codes as applicable including safety procedures and practices associated with the construction works.
- Experience of working with earthworks and concrete specifications such as ACI, ASTM and AASHTO suite of codes
- Experience in KSA / Middle east / GCC, either on Construction Management role or Direct Construction experience on construction projects
- Must be able to demonstrate good communication and interpersonal skills to maintain a positive work environment between all parties including the Client, Contractors, and other stakeholders throughout the project life cycle
- Self-motivated individual with ability to work independently and exercise professional judgment, with a passion to take ownership of projects and provide sound technical leadership to contractor’s staff and field engineers
